What are the fines for parking violations?
The fine for not paying for parking is 5000 RUR. No discount can be applied.
The penalty for violating No stop and No parking rules in line with the traffic rules is 3,000 RUR. Failure to pay the fine falls within the scope of Article 20.25 of the Code of Administrative Offenses: "Evasion from the execution of administrative punishment" with the double of the initial fine. An administrative arrest is also provided for evasion from fine penalty with a duration of up to 15 days.
So, in case you failed to pay the fine of 5000 RUR within the set period of 60 days, you will be obliged to pay 10 000 RUR (or will be arrested for up to 15 days) for not paying a fine for violation of “No stop” and “No parking” rules. Also, you are obliged to pay the initial 5000 RUR of an earlier unpaid fine, as the imposition of a new one administrative punishment does not exempt from fulfilling the obligation to pay the initial fine.
If the fine is not paid for a long time, a court decision may be made temporary restricting the debtor to go abroad.

Does the law oblige the tow truck operators to put down the car if the owner managed to arrive at the site?
According to the law, if the owner comes to the site and receives the respective permission from the present official (the State Traffic Safety Inspectorate / Moscow Administrative Road Inspection officers) before the tow truck’s departure, the operator is obliged to put the car back. At the same time, the officer will issue a violation resolution to the owner which should be duly paid.
