Is parking a pre-paid or a post-paid service?

It is a pre-paid payment system.

How do I avoid payment mistakes?

Before payment you need to make sure you correctly identified the parking zone number.

To do it, please check the address against the parking map or the information stand at the site. Also, make sure you entered a vehicle plate number correctly and completely (including the region). Make sure you do not use transliterated characters, when entering a plate number, make sure you do not change the sequence of digits or adding unnecessary symbols to the region number (e.g. 077 instead of 77). The payment data should be totally in line with the license plate number of your vehicle. Please pay attention to the accuracy of data you are entering.

Will a user profile and a parking account be linked to a single cell phone number?

Yes, when signing up a user should specify his/her cell phone number to which a user profile and a parking account will be linked.

What to do in case of authentication failure when using an Android-based Moscow Parking application?

If your smartphone or tablet is Android-based, you need to check whether the AddTrust AB (AddTrust External CA Root) credential system is activated on your mobile device. To do so, please open the device settings menu; select the following: Security - Registration data storage – Reliable credentials.

Make sure the AddTrust AB (AddTrust External CA Root) system is on.

Where do I get all information about chargeable parking lots?

Moscow Transport Service Centers:

How do I appeal a ticket for unpaid parking for 5000 RUR?

A complaint following an administrative offence resolution can be filed within 10 days from the receipt of such a resolution (Article 30.3 of the Administrative Code)

A respective template and a set of all required documents for an appeal can be found in the Fines section at www.parking.mos.ru.

What is the usual lead-time for processing complaints with regard to administrative offences?

Complaints with regard to administrative offences with enclosure of all necessary documents are to be processed within 10 days following their receipt date by a respective authority or by officer authorized for considering complaints (Article 30.5 of the Administrative Code). Following the consideration, the applicant will receive a copy of the resolution with regard to administrative offences within 3 days.

How many times a day an offender may receive parking tickets in case of parking at one and the same place if identified by different parking coordinators?

What are the fines for parking violations?

The fine for not paying for parking is 5000 RUR. No discount can be applied.

The penalty for violating No stop and No parking rules in line with the traffic rules is 3,000 RUR. Failure to pay the fine falls within the scope of Article 20.25 of the Code of Administrative Offenses: "Evasion from the execution of administrative punishment" with the double of the initial fine. An administrative arrest is also provided for evasion from fine penalty with a duration of up to 15 days.

So, in case you failed to pay the fine of 5000 RUR within the set period of 60 days, you will be obliged to pay 10 000 RUR (or will be arrested for up to 15 days) for not paying a fine for violation of “No stop” and “No parking” rules. Also, you are obliged to pay the initial 5000 RUR of an earlier unpaid fine, as the imposition of a new one administrative punishment does not exempt from fulfilling the obligation to pay the initial fine.

If the fine is not paid for a long time, a court decision may be made temporary restricting the debtor to go abroad.

What documents should I have to take my vehicle back form the towing parking?

To take your vehicle back you need to contact the State Traffic Safety Inspectorate or Moscow Administrative Road Inspection, whichever made the decision to tow your car.

You need to take the following documents with you:

  • Driving license (ID)
  • Vehicle Registration Certificate
  • Compulsory third-party car insurance certificate (upon request of a dispatch center).

After receiving a permission for a vehicle return in the State Traffic Safety Inspectorate or Moscow Administrative Road Inspection subdivision (a copy of the protocol of the administrative offense or a copy of the vehicle detention protocol with the official's note confirming detention elimination reasons), you should go to a towing parking at specified location.

At the tow lot it is necessary to provide:

  1. For a vehicle owner:
    • Personal ID;
    • Certificate of title for a vehicle;
    • A copy of the protocol of the administrative offense or a copy of the vehicle detention protocol with the official's note confirming detention reasons elimination.
  2. Representative of a vehicle owner:
    • Driving license (Personal ID);
    • Vehicle Registration Certificate;
    • Compulsory third-party car insurance certificate;
    • If a legal entity is the vehicle owner, it is necessary to provide a power of attorney or a travel permit certified by a legal entity;
    • A copy of the protocol on an administrative offense or a copy of the vehicle detention protocol with the official's note confirming detention elimination reasons.
  3. Representative of a vehicle owner without a driving license:
    • Certificate of title for a vehicle;
    • Passport or another valid personal ID;
    • Power of attorney authorizing a person to take the vehicle form the towing parking;
    • Copy of the protocol on an administrative offense or a copy the vehicle detention protocol with the official's note confirming detention elimination reasons.
What to do if all documents are locked in the car in detention?

If you left you documents in the car, you need to go to the towing parking and fill in the form for opening and sealing up the vehicle, take all the necessary documents and then go to the State Traffic Safety Inspectorate / Moscow Administrative Road Inspection subdivision that carried out the detention.

Does the law oblige the tow truck operators to put down the car if the owner managed to arrive at the site?

According to the law, if the owner comes to the site and receives the respective permission from the present official (the State Traffic Safety Inspectorate / Moscow Administrative Road Inspection officers) before the tow truck’s departure, the operator is obliged to put the car back. At the same time, the officer will issue a violation resolution to the owner which should be duly paid.

What it the reimbursement procedure in case of vehicle damage that took place during a car towing?

It is necessary to call a local police officer and document the damage in his presence. The arrived police officer will be able to describe the procedure in details. Most importantly, do not sign the vehicle transfer act till the end of all the proceedings.

NOTE! The AMPP State Public Institution is responsible for the car towing. The actual company performing the car towing is also indicated in the vehicle transfer act.
