What is paid parking?
The system of paid parking is introduced on the road network in the central part of the city. Introduction of charges is going to beincremental: in 2013 — within Bulvarnoye Koltso (the Boulevard Ring), and then introduction of paid parking will possibly take place within Sadovoye Koltso (the Garden Ring) and Tretye Transportnoye Koltso (the Third Transportation Ring). The district chosen for the pilot project to regulate the technical and organizational processes of administering paid parking is Petrovka Street, Karetniy Ryad and the adjoining streets and alleys. The parking cost is 50 rubles per hour. The pilot project area has about 568 parking spaces. Onthe whole there are 4,000 parking spaces in Bulvarnoye Koltso. Parking in all other places is prohibited with a fine of 2,500 rubles tobe paid.
Why do you have to pay for parking now?
We are making Moscow a city convenient for life. In such cities transport policy priorities are as follows:
— the top priority is the convenience of pedestrians
— second priority is public transport convenience, since it most efficiently uses the street and road network
— then comes a moving car
— and only after that comes a parked car. The latter does not do any useful work, just taking up public space
That is why in all the cities of the world it is considered savagery to keep cars in the streets and on the roads. As soon as the city reaches a high level of car ownership (approximately
Moscow is not following the most radical way. In other countries the problem is solved by preventing personal transport from entering the city center, introduction of entrance charges and huge taxes and certificates on car ownership, and so on.
— For example, in London, one must pay £12 a day (about 600 rubles) to enter the city center. Residents of the center can rent aparking space in the yard or near the house for 100 pounds (5,000 rubles) a year, yet parking spaces can be given to only 20% of the total number of applicants a month, others are put on the so-called waiting list. For other parking lots Londoners have to pay an extra 4pounds per hour (about 200 rubles) and are allowed to occupy the space for no longer than 4 hours.
— In Beijing and Shanghai one cannot buy a car without pre-purchase/rental of a parking place. Parking charge in Beijing is 2.5 RMB per 15 minutes (about 50 rubles/hour). An average wage in China amounts to 20,000 rubles (40% less than in Russia).

Why didn’t you first build free parking lots, and then introduced a fee for parking in streets and roads?
Additional parking lots in the downtown area will serve as a signal for motorists to enter the city center, for example, those motorists who now leave their cars in park-and-ride parking lots in the outskirts and then take the subway (24% of motorists). Even if we build parking lots (within the Central Administrative District 216 facilities of 35,000 spaces can be built), it will not solve the problem, because now 250,000 motorists drive into the city center daily. Of course, it is possible to build three-storey parking lots, but this can only be done in the places of on-site gardens and parks.
We intend to offer motorists an alternative to their personal transport in the city center, that is, public transport, including the new legal taxi. It can offer a level of comfort comparable to private transport, and taxis are parked in strictly designated areas, thus not violating parking rules. It is important to understand that limited parking space for the city is not an ultimate goal. Such a measure as the new administration of parking spaces will only work in case other transport strategy measures are taken.
The only parking space in the center that remains free for all but the residents is yards. In this case, the yards will be clogged with cars of those who work for organizations located in the vicinity. This may create discomfort for the tenants (noise, lack of parking spaces, restriction of free movement for pedestrians). How is the Department of Transport going to solve this problem?
Tenants of houses are recommended to put up barriers that restrict entry of transport from the outside.
How can one put up barriers in the yards, hire guards and make residents pay charges for that, with the yards so small there aren’t enough spaces for all residents anyway?
Putting up barriers in the yards of residential houses is in the first place necessary in order to make the area free of outside cars and provide unimpeded access to special service vehicles (fire, ambulance, etc.). Also, putting up a barrier enables you to park right by your house, otherwise it is hardly possible.
If the tenant does not get a parking space in the yard, he/she is entitled to round-the-clock parking at any official municipal parking lot inthe district provided that he/she pays 3,000 rubles a year for a resident’s parking ticket. Annual parking tickets can be purchased only after registration of a free resident parking permit.
How is a mobile complex of photo and video registration (PVR) going to detect that a driver has violated a parking rule, and not just stopped for drop-off/pick-up?
A mobile complex of photo and video registration passes through one and the same route several times an hour (once every 15minutes), registering cars’ plate numbers. This is enough to determine if the car has parked, or just stopped to drop off/pick uppassengers.
Why not make parking in the city center free at weekends and in the evenings (at night) when the parked cars do not create any obstacles to moving traffic? Even with vehicles of local residents parked, there is enough space for everyone
Bulvarnoye Koltso is a zone with a lot of business centers and recreational places, so on weekdays during the day people arrive towork, and in the evening they go to theaters or cafes. The situation remains the same at weekends. At different times of the day most people come to the city center for leisure, and parking spaces remain occupied. In the course of implementing the project of paid parking within Bulvarnoye Koltso, the Department of Transportation plans to analyze the occupancy of each parking zone, and on the basis of the data obtained parking terms available for each parking zone can be adjusted.
How is a mobile complex of photo and video registration (PVR) going to spot plate numbers of the cars parked at different angles to the curb on the other side of one-way streets, or whose plate numbers are at different heights?
PVR is equipped with a dual-channel DVR capable of recording violations on both sides of the road.
If all drivers use the subway, it will become overcrowded and impossible to be used. How can the authorities resolve this situation?

In the city center land transport, which is not as crowded as the subway, is an alternative. Moreover, the territories free from illegal parking, will be used for new routes of land transport, which will increase its convenience for residents.
Why is the Moscow government so actively trying to make population switch to public transport without developing the infrastructure?
The Department of Transport is engaged in the development of transport infrastructure, for example, in 2012, there were built three new subway stations, “Novokosino” on Kalininskaya line, “Alma-Atinskaya” on Zamoskvoretskaya line and “Pyatnitskoe Shosse” onMitinsko-Stroginskaya line.

How much is a parking fee going to be?
Within Bulvarnoye Koltso a parking fee is 50 rubles per hour. The fee is not going to depend on the number of hours and parking duration.
In the course of project implementation rates may be revised, if needed, in accordance with the need for specific parking spaces.
A parking fee at commercial facilities (business and shopping centers, etc.) is set by their owners only.
Are the parking fees for cars and motorcycles going to differ?
At first, no. Perhaps the parking fee for motorcycles will be introduced following the results of the pilot project.
How much is a parking fee in European cities?
An average hourly parking fee in foreign capitals amounts to about 100 rubles. For example, in New York, it is $3 per hour; in Vienna— 2 euro, and parking time should not exceed 2 hours; in the center of Paris — 3 euro per hour with the parking time limited to 2hours ); in Sydney — an hour of parking costs 7 Australian dollars during office hours (from 8 am to 6 pm). In London it is £4 + 9 per entry, the maximum duration of parking is 4 hours.
Why not set the parking fee taking into consideration its location? The fact is that in some parking lots spaces are more in demand than in other lots.
In the course of implementation of the project the demand for parking spaces in various lots is going to be analyzed. An hourly parking fee is going to be set depending on how popular a parking lot is.
Where does the money collected for parking go?
According to decree
With the expansion of paid parking zones on the territory of Bulvarnoye Koltso, the money collected for parking per year will beredistributed between the district councils in proportion to the amounts collected in each district. The money will be transferred to the councils in the first half of the next year, and the councils will administer the resources received during the second half of the year.
How is the use of resources by the councils going to be monitored?
Control over the use of resources by district administrations is performed by the Moscow Government in due course.
What has the money received by the Tverskoy district council been spent on?
Now the Tverskoy district council is collecting suggestions from residents to determine what needs the money received from the pilot project of paid parking will be spent on.

How to pay for parking?
The payment system is only an automated, i.e. without participation of a person collecting the fee. This avoids the risks associated with misconduct “valet parking”.

b) A mobile application. You should get registered on parking.mos.ru, go to your personal account and open a parking account. Funds in the parking account can be replenished with the help of your mobile phone account, payment systems (qiwi, dengi.mail) and acredit card. After downloading the free mobile app on your mobile device, when the vehicle is in the parking lot you can log on to your personal account and select the “Pay for parking” option.
At the end of parking you need to choose the “Stop parking” option. This payment method is the most popular worldwide due to its convenience and the possibility to save money.
c) Parking machines. You can pay for parking through a parking machine using a special parking card or credit card. In this case you can choose the number of parking hours. A fifteen minute billing is set. To pay with a parking card you need to attach it to the validator. Cards are on sale in ’Svyaznoy’ kiosks.

Permits are issued one per apartment, and if two families share an apartment and have two separate accounts for utility and other service payments, then two permits per apartment will be issued.
To obtain a permit you need to have either a certificate of ownership of the apartment, a social tenancy agreement (only for the tenants), or a renting contract (only for renters).
A parking permit is issued through the following procedure. The simplest and quickest option is to register on the site pgu.mos.ru. The second option is to turn to the local multifunctional center. (Except for the case described below in bold). If a permit is issued by the owner’s representative, the latter should also submit his/her passport and the document proving their representation.
Important: If an apartment was registered before or during 1998, a vehicle owner should personally submit a certificate ofownership to the multifunctional center, or indicate its number when registering on pgu.mos.ru.
When contacting the multifunctional center documents are not needed (except the case described in bold).
Applications are accepted in the multifunctional center and on the website from October 16, 2012.
Parking in yards remains free. Therefore, residents of the pilot project, if the issue has not been yet resolved, it is recommended toinstall barriers at yard entrances. For this, we recommend that you contact your district council.
Currently, residents can purchase paid parking tickets for 3000 rubles a year. A parking ticket holder is entitled to free (except for 3000 rubles paid for the ticket) round-the-clock parking in the district of residence.

In Bulvarnoye Koltso in Moscow there are slightly over 4,000 parking spaces permitted in the streets and roads, while the population of the district within Bulvarnoye Koltso amounts to about 500,000 people, which is much higher than the maximum number of allowable parking spaces. Even if we issue 1 permit per apartment, we significantly increase the traffic load and lower the possible average speed of traffic in the main streets.
How long does it take to for a resident permit to be issued (not a parking ticket)?
A resident parking permit is issued within 6 working days, a parking permit for people with disabilities — up to 10 working days.
What does the annual resident parking ticket (3000 rubles a year) entitle me to?
• Since 2013, residents can purchase parking tickets for 3000 rubles a year. These tickets entitle holders to park on the territory of the municipal district of holders’ residence.
• Residents who received a parking permit before January 1, 2013 can park for free in all paid parking lots of their municipal district atany time of day before their parking permit is expired (they do not need to purchase a parking ticket for 3000 rubles).

How can I purchase an annual resident parking ticket?
In order to obtain an annual resident parking ticket you need to do the following:

What happens when a car owner moves house?
If a new apartment is also located in the paid parking zone, you need to change the data of your entry in the registry of parking permits by applying to the local multifunctional center or on the site pgu.mos.ru.
Does a resident have to personally receive a notice on changing his/her data in the register of parking permits?
No, this is not required. The notice is only a confirmation that the resident will not be fined for non-payment of parking in the streets ofthe pilot project zone at night.

What shall I do if a fine can be issued from8 am onwards, but there is no way to park the car in some other yard or any other place in a free parking zone?

A resident is a dweller of a particular area of a district of Moscow. If a resident travels outside the area he/she becomes a regular driver and parks on standard terms. Such a measure is implemented to optimize the parking space in the center of Moscow. It is important tonote that parking permits and annual parking tickets are originally designed for residents of a particular area so that they could leave their cars near the house on weekdays, or under any unforeseen circumstances.
What are the benefits for people with disabilities who use parking lots? What legislation acts are these benefits associated with?
What disability categories enjoy the benefits?
Will people with disabilities preserve the right for free parking in the area of the pilot project?
Yes, car owners with disabilities (regardless of where they live) are entitled to free round-the-clock parking in spaces marked with aspecial traffic sign 8.17 “Disabled” and road marking 1.24.3. Free use of parking is allowed only in marked spaces which take up noless than 10% in each paid parking lot. In all other spaces people with disabilities park on standard terms.
To confirm the right people with disabilities need to obtain a disabled parking permit.
Control over the use of city parking lots is implemented with the help of technical systems operating in the automatic mode, so to use the right of free parking a special register (database) of parking permits has been made, where disabled drivers’ cars registration numbers are kept. Mobile photo and video registration systems (PVR) move around the city detecting cars being parked in spaces marked with the ’disabled’ sign and checking whether the registration number of the car is stored in the database. If not, a fine of 2,500 rubles isissued for non-payment of parking.
A legal representative of the disabled person can obtain a parking permit provided he/she has a notarized power of attorney.

A special vehicle for disabled is a vehicle provided to a disabled person by the Social Security Authority. Other vehicles that disabled people own or use are also considered special for their convenience. Commercial vehicles, such as the city social taxi, etc. are not considered special vehicles for disabled.

After the decision on an administrative offense has been issued, an AMPP clerk confirms the validity of a penalty charge notice by a digital signature. A perpetrator is then sent a letter by mail. If he/she does not collect the letter at the post office within 30 days, the decision on an administrative and legal offence comes into force. A vehicle owner has the right to lodge a complaint against the decision within 10 days of receipt of the letter. He/she must pay the fine within 30 days, otherwise the case goes to court.

The system of fines for parking and stopping violations operates in the following way: a special vehicle, a mobile system of photo and video registration, equipped with cameras similar to those used by the traffic police (GIBDD) on the roads moves around during the day on a certain route, detecting registration numbers of vehicles violating parking and stopping rules. The fine for failure to pay a parking fee is 2,500 rubles.
From July 1, 2012 the fine for violation of parking and stopping rules amounts to between 2,500 and 5,000 rubles. Failure to pay the fine is regulated by Article 20.25 of the Administrative Code: “Evasion of administrative punishment”, and may result in a minimum fine of one thousand rubles. Failure to pay a fine may also result in administrative arrest for a period of up to 15 days.
